In a bowl, whisk together the lemon-flavored gelatin with 1 cup of boiling water until the gelatin is completely dissolved.

Pour the mixture into shot glasses, filling up to half. Chill in the refrigerator until set, about 2 hours.

Stir in 1/2 cup of vodka into the orange gelatin mixture.

Carefully pour the orange gelatin mixture over the set lemon layer, filling the shot glasses to the top. Chill in the refrigerator until set, about 2 hours.
